@mickthekindstranger Fights happen when you push a player too much on dirty plays, i.e. slashing, crushing someone into the board, heckling the goalie. The refs get between players engaging in small scuffles, but if fists start flying the refs stay out of it until one or both players go down to the floor, then they break it up. Of course, if an all out brawl breaks out, the refs might not be able to stop it (see: Canadiens vs Bruins Feb 9, 2011)

To answer your question a little better, no fighting is not legal, but it is tolerated. After the fight both players will go to the bench. You don't use your stick because like Axan said, that would be a felony. And you fight on the ice by being good at hockey. Best way to vent aggression during the game. Best sport in the world.
