Yeah, you'll accelerate a bit faster but have a lower top speed.

If you switch from a 20" TT to a 20.75-21", you're going to spin a bit slower but have some more balance. Either way, you get used to the geometry and don't notice it much anyway. If your knees are hitting your stem, that's a whole different story.

its really all personal preference on frame size and your bike setup. you'll also want to consider the stem's reach, bar height/width, and the offset of the fork your using. in the end you need to figure out if you think you need a 21" frame.
