Having a Program to help people get off it is admitting its wrong, which also requires it to be reclassified to a B class.
Widespread publicity of Smoking Support Services was an important factor in the Laws against smoking in public. People realised its wrong.
The other BIG problem is the government cant fund more initiatives without raising taxes, or cutting their individual profits (disclaimer: If any)
