@flamingsasuke for one, if you read the books, Master Chief is not the only SPARTAN who survived Reach. Plus, right before the events of the first Halo, which is like a few weeks before this happens, the other SPARTANS were all still alive. So the Mark VI was developed while there were still plenty of SPARTANS left.

in the halo book 'first strike' at the end master chief still has 3 members of his spartan team left and they are on their way to earth after with the help of admiral Whitcomb who sacrificed himself to destroy the huge fleet of covennant ships by destroying the unyeilding hierophant, Linda, Fred and Will are still with him, also Sgt. Johnson was with them. accept for Kelly who has been kidnapped for some secret mission by Dr Halsey.

And the covenant need the humans to activate the rings, so why would they be trying to kill them off when they are so necessary to their great journey? Also in halo 2, when the humans figure out that regret was gonna activate the halo, why didn't they just get the fuck out of there? without them the brutes wouldn't be able to activate the ring anyways.
