It's MUGEN, basically it's a fighting game engine that you can add anything you want to inside of it. you can also make your own characters and stages for this. and you can add your own music to stages etc. Google search Mugen Infantry if you need to know more.

Millia did her throw move, apparently that's how it looks. Megaman used his spinning kick move, which is a 8 hit combo.
