FYI: Before a Licensed Filipino nurse can work in the US, they should have passed the ff. exams, IELTS(english exam), NCLEX(US nursing board exam), other states requires CGFNS(exam for foreign grad nurses) & 2 years experience working as a nurse in the Philippines, these exams can be taken here in the Philippines. I think your friend just went to the US as an immigrant or maybe TNT & was able to fixed his/her papers & didn't undergo the legal process to work as a nurse in the US.
