Section 6.01 refers to obligations and does not change the fact that:
SECTION 2E.01. Section 502.001, Transportation Code, is amended by amending Subdivision (3) to read as follows: (3) "Department" means theTexas Department of Motor Vehicles
Thus under the current Statute, only the DMV can register and title vehicles, as of September 1st, 2009, and there is no DMV currently to register or title vehicles, nor can TxDot assume that authority when they are not themselves the DMV

There's nothing more thorough that needs to be discussed. Texas Transp. Code as amended 9/1/09 states that I must register my vehicle through TxDMV, the statute also states that the "department"(DMV) must issue plates and stickers validating registration, obviously a plate or sticker issued after 9/1/09 by txdot is not issued by the "department" the statute is referring to and is void, and I will not be displaying any sticker on my vehicle that says TxDot when I renew my registration this month
HB 3097 made TxDot loose their vehicle registration powers on 9/1/09, no new vehicle registration or title applications may be processed through TxDot, including renewals, that power falls under TxDMV now, which opens on 11/1/2009. TxDot is perpetuating a fraud by continuing to process registrations
HB 3097, Sec 6.01 (a) provides that the powers and duties related to motor vehicles transfers from TxDOT to the DMV on Nov. 1, 2009. We are still required to conduct our business as usual, and on Nov. 1, we will continue to conduct our business as usual, but under a new dept.
