at 0.28 what tool do you use on vegas to cut out just section of a video?

I've tried to do it with mask but I don't know how to do it for video where the subject is moving

I hope you could help as I want to be good at editing but am failing badly

@deanimai Thanks, I'm using Totilas in a lot of my videos coz he's such an incredible horse!

For that section I used a combination of chroma keyer [blue screen] and a mask with lots and lots of anchors! My best advice would be to search for tutorials and play around lots, that's what I did [most of it I figured out by fluke]! =]
