I'm pretty sure it's because low whistles are not mass produced in factories. Generation, Waltons, Clarke, and others have machine made whistles produced hundreds at a time, but I think all low whistles are handmade (at least all that I've ever heard of)...

How come low whistles are so much more expensive then normal ones?? i got my High D whistle for like 10 bucks haha and it sounds real nice

@To2ndMars There is a mass-produced whistle.
Susatos are injection-moulded ABS whistles. The Kildare series are done in that way, and the range covers all keys from high G to Low C.
Probably the only mass-produced low whistle.

Well. Mine is a nickel Low D whislte and it was around 45 or 50 dollars for a good beginner one.
