I used to live near Hammond Indiana years ago. Lots of train activity and live tracks in that area. The freight trans can sometimes be a bit slow and will at times park across roads (they are supposed to pay a fine to the city if they park to long, but I forgot the amount of time the fines start). I've had freights turn what should be a 15 minute trip to the store into an hour.

With that said, you still shouldn't try to beat the train. Eat the time or find and alternate route.

If you put streetcars on this route, they would have to go a lot slower. That would be safer. You would have a lot less colissions. There still would be some, but not as many. The best route would have been to construct an elevated train. (A subway would be a bad idea in Houston - too much flooding.) That would be the only way to make a completely safe rail system, along that route, in that town.

In Houston, we simply know the commuter rail system as "The Death Train." What horribly designed railroad. Look at images of the wrecks with the MetroRail. See what's missing? Crossing arms! There are no crossing arms on this railroad! No wonder that cars slam into this railroad all the time! How do you build a railroad down a city street, with no crossing arms? Even city buses - operated by Metro - are hit by this train. What a pathetic joke.
