and some of my games doesn't work on my cousin's windows 7. like I sometimes play wolfenstein Enemy Territory :D, it doesn't work on it...

I got a phenom x4 9600 overclocked to 2.6Ghz, a PNY GTS 250 1gig version overclocked aswell and 4 gigs of RAM but for some reason I average 18-20 fps at 1280x1024 and it's not even maxed out. Any reason why?
