Herger Floor Speech on 3% Withholding Repeal

Why are we wasting energy on a 3% futuristic fantasy. I am a small business person and this does NOTHING for small businesses. Mr Herger, please stop wasting our time on this bill which is not even in effect right now. It's all fluff at this time. Do your job and put our teeth into something other than the pablum you present here.

@thehulk3010 This affects more than just millionaires. "Rich" in the tax code begins at $250,000 a year. That's the income of a small business.
