Ninetales is more of an annoyer, Arcanine is more physical, so choose the one that's better for your style.

I've managed to make Ninetales a good physical fighter

I like Ninetales better because:

1. Ninetales learns flamethrower at level 29, but Arcanine learns it at level 50.

2. Ninetales learns status moves like confuse ray and will-o-wisp.
