It would be the only the opinion of an extreme partisan to say the bill didn't end up being in some way bipartisan. The bill was at least 100 billion less than it's initial cost, but STILL the Republicans didn't vote for it. Plus, now that it passed they can still make the choice to reject it.

When you take a shot at Mississippi's welfare system, you're taking a shot at black Democrats who make up the majority of people in the state on it. Blacks make up about 37% of all welfare recipients nationwide vs their 12% of the population, so in states like Mississippi where they're 36% of the population, they make up a large majority of those in the state on welfare. Large black Democrat populations = high welfare.

Ok, I ran down the welfare stats from 1994, and they were that whites made up 38.8% of welfare getters, blacks 37%, Hispanics 17.8%, Asian 2.8%, Other 3.4%. If we assume 45% of whites vote Demo that's about 16%, 90% of blacks vote Demo that's another 33% of welfarees, 2/3 Hispanics is another 12%, let's say half the rest, is another 3%. Roughly 64% of welfare recipients are Democrats, they often try to hide their unwanted minority populations in red states when comparing this, butfactsareclear

They can't get away with it though if you foil the state vs. state ploy.
