ramanglass is right it's just elmers. the trick is to soak the paper for like a week untill it's a stinky pulp. squeez or press the water out so it aint too soggy mix with elmers glue never tracked the ratio but its quite a bit of glue. plop it into the desired shape don't forget to shape a grip on it. let it dry, takes a few days. then your ready to sculpt away and make it look easy.
@ramanglass544 probably just plain white glue, anything burning isn't great for you, but it's not like there are heavy metals in there or anything. these are much harder than wet newspaper and you can shape handles onto the backs of them

@tankleberry It's like a homemade cork paddle, usually made of newspaper and some kind of glue or paste, sort of like papier mache.
