He's right that the word "MOAB" should be pronounced "MOBE" but as it's an acronym the proper pronunciation is of each letter so it's M-O-A-B. In order to abbreviate the 4 syllables though you can pronounce it however you want, MO-AB, MOAB, whatever! If you're gonna abbreviate properly though you want to reduce the syllables from 4 to 1 so it should be MOAB.
