yes you can leave if u have the proper permission but its RARELY granted. That's why people choose to escape, but many are unsuccessful. North Korea is defenitely in bad condition with cannibalism and hunger. And Pyongyang (the capital) looking rich and wealthy. I hope things change there and they get to be united in a better way.
