Unfortunately, the Warner-Lieberman bill isn't even close to perfect. It only auctions 30% or less of allowances within the next 10 years. More importantly, it allows carbon offsets for pollution over the cap. By adding all the natural carbon sequestration into the equation, it only caps the net increase in carbon dioxide, not the total emissions. While we can't afford to wait for the perfect bill, we also can't accept a Climate Security Blanket that gives us a false sense of safety.
