That's by Ugly Kid Joe. In retrospect, it's amazing what their function in music history was. In 1991, the year before Nirvana hit, they were the band that dressed the way grunge people would soon dress while still basically playing music that was hair metal. A seamless transition. Also, they were kind of crappy.
