According to Akira Hayami(速水融), an emeritus professor of Keio Univ., there had already occurred another I.R that stands for the "Industrious" Revolution during the Edo period in Japan.

He seems to find the fact that these I.R showed different development between in England and Japan has to do with a population change as well on each side at that time.

That is, the decrease of population in England at the time caused the development of a capital-intensive industry that is easy to be connected with mechanization.

Meanwhile, the increase of population in Japan at the time caused the development of a labor-intensive industry that produced the way of managing the labor force efficiently.

Im sure the professor has contacted you directly, but if not I believe he is a professor at Cambridge Uni.. I would suggest (like I have done) by his book 'Japan Through the Looking Glass'
