The Chinese characters are a line from a famous poem by Mao Zedong, aka Chairman Mao, the first leader of communist China. Roughly translated, it means "Eagles high, cleaving sky" or "the Eagles fly up on the sky". There's a whole Lostpedia article dedicated to Jack's tattoos, it had some interesting stuff in it.
