Political correctness hadn't been invented in 1981. You had to wait another 10 years or so when the politicians of the time started regulating what people could and couldn't say. The first joke, told by Benny, might have been seen as racist if Tucker had said it, but the secondary, 'humorous comment', said by Tucker in response is hardly racist in it's content. To describe Benny as having a, 'black head', on his shoulders, because he is of African descent is not demeaning or a racial slur of any kind. It's merely a, 'play on words', comment and has no malice of forethought.

I heard a joke similar to this when I was in high school in the early 2000s, it's not PC but it's how it is.
Racism is only offensive in an offensive context.
Still it's a shame that the media has redefined racism as meaning "Acknowledging that everyone isn't white"
