Nonviolence is to preserve the Chinese Union n uphold Tibet's peaceful liberation agreement of 1951. 14th DL's cable to Chairman Mao in 1951: "The agreement enjoys the full support of the Local Government of Tibet, Tibetan monks and lay people...[they will] under the leadership of Chairman Mao n the Central Gov't, actively assist... with the aim of consolidating national defense, driving imperialist forces out of Tibet and safeguarding the motherland's territorial integrity and sovereignty."
