No, I think It works until the card is programmed by the hotel, and then only the room key and maybe a hotel or floor specific master card will work.

But thats just a guess.

That "generic" card they're talking about, does that still work on every lock after it's out of the factory?

Locks come in a "generic" mode and work with a "generic" key until the locks are installed at a property where they are programmed with that property's system ID (or whatever the specific lock manufacturer calls it). That system ID is unique to that hotel and the key encoders there can only make keys for those locks and the generic key and keys from other hotels will not work.
