Actually, Steel Dragon wasn't created in memory of Steelheart. The movie Rock Star was based on the true story of Ripper Owens who took over lead vocals for Judas Priest when Rob Halford quit the band.. There are two different singers doing the vocals for the soundtrack.. Jeff Scott Soto did the vocals for the "Original" singer in Steel Dragon and although Mark Wahlberg took 6 months of vocal lessons,he couldnt pull it off and the vocals for Marks role were done by Mike Matijevic from Steelheart

This movie was supposed to be about Judas Priest but they would not approve it. Steelheart has nothing to do with this other than loaning them their singer for a few songs. They do not mimic Steelheart in any way. JP was/is the veteran band that has the gay lead singer who quit/was fired and was replaced by a singer from a tribute band.
