Agree, they can't be compared. There are also some fundamental differences between them. Waits covered very few songs of other artists while Cave exploited very successfully that option. Another remark is that Waits went through real life experiences that sculpted his character and are still, to this day, the real source of his music. In other words, he sings the life that he lived and doesn't "speculate". His music is honest life experience, not philosophy. He just adds a touch of poetry to it.
