It's called a "yubikake" which is basically a woven sock worn by shamisen players so the hand can slide quickly up and down the neck.

Finding that my hand wasn't sliding well over the newly lacquered mandolin neck, I decided to adopt the yubikake for mandolin playing, and I've never looked back. ;-)
