In a number of countries laws have been passed to make you clean up the waste of your dog off the street. So why dont they get rid of TV advertisements? We dont like to see them, and the stuff its made of is essentially worth the same as a dogpile. the only difference is that ads make millions to stations.

Jack is a reference from a magazine article that the narators character was reading. Its a metaphor.
