2 reasons that it may not be there:1. ur playing on easy cuz easy wont spawn skulls(only normal heroic and legendary)

2. you have to go from the VERY start of a Mission or it wont be there

silver skulls are meant to make the game more humorous while gold skulls make it tougher

Here is a tip for everyone, you need to start from the beggining of the level to get the skull. that may help. And you can only get skulls on normal, heroic, and legendary

you probably got a silver skull then. you dont get achievements for silver skulls, only gold ones and the new mythic skulls.
