I highly doubt they would've accomplished that. I've been following the war in Iraq over the years, but the goal of the war has seemed to change frequently that it doesn't make sense to prolong it. The main thing is to bring back the soldiers and stop trying to be the world police. As for spending, you have got to be clear on that since you know so much that you're certain they would've done a better job. Last I checked, Sarah Palin supported the bailout and that the war is part of "God's plan".
