state police chopper. they're very common to see around frederick/thurmont. I think they have a few of them they fly out of frederick airport fairly regularly.

Maryland Trooper Helos are black and brown, the "white stripe" referred to previously is actually a Maryland State flag pattern. I should know, I'm a MSP applicant and a Firefighter/EMT, I put people on Trooper 7 on almost a daily basis.
If you take into account the low light and the very thick, white strip on its tail this bird is obviously a US Coast Gaurd Dolphin helicopter. It's probobly a pilot on either a familiarisation flight or some kind of search exersise. It's also possible that this bird was supporting local law enforcement especially give the Coast Gaurd's comitment to the Dept. of Homeland Security.

the helicopters for MSP are actually black and green, and they are allowed to be in and around that airspace because it's still Maryland.
