The second song is: "Three lunatics had a fiesta at 'Nodey' (either means by the river or in the city of 'Nodia' which is where Lalol lived). Don't go near them." It's not really about "mad men", more about "Sufi beggers/fakirs" who were breaking social concepts of caste, religion, etc. Hence they were often called "mad". :)
