Yes it is. Using CS gas on rioters or for training the military (both on your home turf) does not equal a war setting.
CS gas is banned (according to the Chemical Weapons Convention--signed by the US) for the reasons already mentioned by Cenk. Essentially, your target won't know exactly what you're using on them. All they know is that it's some sort of dangerous chemical agent, so they may escalate with a deadlier chemical weapon of their own.

The reatction takes place on impact. The uranium vaporizes and creates soo much heat that it melts itself and anything infront of it. inert Uranium 235 is practically harmless

No they are not terrorists and they are protected by international law because they are employed by the U.S. and can be legally employed by "recognized US allies." BUT they are not protected by the Geneva Convention if they are captured and it is illegal for them to fight along side troops.

by definition, they are not. Blackwater is employed by the US government, whereas terrorists are not employed by any government, but may receive under-the-table financial aid from certain countries. Private military organizations are legal in the US, and they can, by law, be used by the US government through contracts.

What you say is untrue. The The Anti-Pinkerton Act of 1893 (5 USC 3108) forbids the US government from employing private contractors providing mercenary, military, or quasi-military services.

The Bush adminsitration got around the law by arguing for an exception for bodyguards, which is what Blackwater is supposed to be doing.
But even in that they are not obeying Fedral law.

The exception is also considered debatable.
The way Blackwater operates is criminal even by US law, and the people who hired them may be criminals too by the same law.
They are also subject to war crimes prosecution.

Zapp Brannigan is basically a parody of Star Trek's Capt. Kirk. For example before a space battle he would talk about it's about the future and the children and then announce he established a children's battalion who's only purpose is to be sacrificed as distraction.
