According to about three different books on Lewis, the reason "Clown" cant be shown is that the option on the script (by Joan O'Brian) ran out either before or during production-but Jerry decided to make the film anyway. But O'Brian(who said that the film was "so bad I wish they'd burn It") and co. will not sell Lewis the rights or allow the film to be released. As for "names" in the cast, a few, like French comedian Pierre Etaix, are names in Europe, but not in the US.
I have no idea if there was any Iranian financing behind THE DAY THE CLOWN CRIED, but that really IS one of the reasons why Orson Welles' THE OTHER SIDE OF THE WIND was never released ... associates of the Shah of Iran invested in the film, and when the revolution came, it created a legal mess that went unresolved for decades.
