Unity was an idea desired by all. The collapse of the old Soviet Union pushed the south to take it seriously. It was thought that the south would help the north ease the transformation from a tribal society into a modern one. Instead of power sharing, the sana dictatorship acted as if they conquered another nation, therefore they have no reason to let people from the south govern.
