I knew some people like this, the house was filled to the ceiling with stuff. This was a little different , because things weren't stacked or organized in any manner and there was rotting organic matter with maggots. This is a danger to the health of the children and they need to temporarily be taken away from it. Once the state is involved you might as well clean the place with a flamethrower cause nothing less will make them happy.
