"Operation RedWing" is just 1 out of a thousand incidence's that American soldiers die because they are hesitant (if that's what you want to call it) in fighting situations. If there wasn't ROE we would have been done with this war in 8 months. If you have never been to war, and I mean close quarters fire-fights, then don't say anything about how ROE is the write thing. Would you take the chance of not killing someone if it meant your teams and your own life at risk?
