sun doesn't affect wind, it affects columns of air by either heating them or cooling them (when absent)

When air at the top gets heavy it drops and pushes air beneath it away causing wind

The other thing is that you often don't notice when the eclipse is over and after the eclipse the light is very bright because your pupils become bigger due to the lack of light. Think of waking up and then switching on the light switch and looking straight in it.

The Sun's rays are not reaching the ground anymore, therefore no warm, rising air, no thermals and the wind dies down for a bit. That's the theory, but I don't think it would always happen like that. It's not going to stop a hurricane, is it?
