Mark, when you have 10 or so 9 volt batteries in series, that's 90 volts, with plenty of direct current. That's really dangerous. Could I ask you to snip that part out? Lots of people have no clue how much voltage, frequency, and current will knock your heart into fibrillation.

I don't think that will work, it's not a complete circuit the negative terminal of the good battery(s) are not connected to the negative terminal of the bad battery(s).

It's possible to recharge alkaline batteries but not like that!!

first of all electrical tape DOES NOT conduct electricity (dumb ASS) i bet even 3rd graders know that. 2nd (and 3rd) of all the batteries need to be wired in parallel (not series because then the output will be 3V NOT 1.5) and the CIRCUIT needs to be closed for the power "transfer" to occur. and 4th this should ONLY be attempted with a rechargeable battery or . yes you can recharge if you read the NON-rechargeable batteries, but only a few times before the batteries will worn out and CATCH FIRE
