In that case, Glinda has committed a tort of unlawful conversion, and could possibly face criminal prosecution as well. Dorothy is clearly in unlawful possession of those slippers, and her flight from MunchkinLand to The Land of Oz with stolen property could only serve to make her problems worse.

If The Witch of the East had left a will, (she may have; we just don't know) then she may well have bequeathed them to The Wicked Witch of The West. In that case, then Dorothy is in unlawful possession of them.
