The station ID showing the Stone Arch Bridge... reminds me of CHCH Channel 11 in Hamilton, ON. They would show pictures of various sights in the varying towns and the V/O would say, "Serving Toronto, Hamilton, and the Niagara Peninsula... this is CHCH, TV11." And the horns would finish the remaining time.
BTW... what's happened with the sound? I can only hear scrambling and garbling.
Last: I do recall, as a kid, seeing these Promise adverts featuring William Shatner.
I hope nobody with photosensitive epilepsy was watching that news opening. There's so much blinking and rapid color changes in there.

@StukInBuf The sound is mono, so it may not work on a mobile device, it plays fine on a desktop computer.
