When Homura's boobs were growing, it was due to the fact that he was reacting to a guy, AKA Minato, therefore his appearance changed to suit him.

i have this show almost fully figured out...

Season 1 was uncensored to hypnotize and lure you into the show with all the boobs, and made you hooked.

Then season 2 wants you to actually start paying to the plot and story and started censoring so you wouldn't just be so mesmerized by all the boobies bouncing around and actually understand the show.
