That period would be from 87 to about the mid 90's for rap hip hop etc. Musicians are social voice of what is happening in society at that particular moment. Regan cut alot of programs in the early 80's that where helping alot of people esp inner city kids. Hence that gave rise to the creativity that was real hip hop and rap shortly after that..
