It is a little cryptic, but there are a couple of clues in the song. "I want a million of them all over my cell", and the fact that the girl in the video appears to be wearing prison clothes. While, yes, it may be a euphemism for wanking, the real meaning seems to be to evoke a deep sense of loneliness and separation. The singer is pining for the object of his love, but there is absolutely no way he can see her in person.
