As for The Jungle meat packing plants got inspections, b/c the meat packers themselves petitioned for them. There was no need for the Jungle. Upton Sinclair wrote the book, b/c he was a Socialist. The Middle class formed by forming small businesses & by becoming educated in skills that caused employers to hire them at higher wages. The gov & unions had nothing to do w/forming a Middle Class.
