Have you tried walking out of the chamber the heart was in and going back to the room before it in which you talked to Dagoth Ur? You get a cutscene and talk to a character (i wont give spoilers). Well...actually, you can´t just kill Vivec for Wraithguard, if you kill him and loot his body, he'll just have a glove called "Unknown Dwnmer Device", you can´t wear it, and it's only worth 1 gp, so the only way for you to wear Wraithguard is that Vivec shows you how during the main quest, or with cheats.

Lord vivec has wraithguard, and you can either do the Mq in order to get it or kill him and take it. Sunder and keening are in the dwemer ruins immediately surounding the red mountain crater.
