Through my listening of this song, I can see where it could be considered as being taken from the perspective of war AND of school shootings as the lyrics are vague enough to where it'll apply to both. All are allusions critical of having blind faith in the military-industrial complex: they're saying don't trust the men that are more than willing to make war an aspect of every part of life.

Note the soldiers climbing to the top of a column of SUV's, only to be thrown onto a pile of corpses, Doves shaped like F-117 Night Hawk bombers, newsman talking to a politician in a dunce cap, children playing catch with an atomic bomb, and the name 'hammerhead' for the song, implying he is a tool. All are allusions critical of having blind faith in the military-industrial complex: they're saying don't trust the men that are more than willing to make war an aspect of every part of life.
