This transition led to an unbelievable spike in the crime rate and organized crime, once made impossible by the communist regime, was allowed to flourish in Russia. The movie depicts the Jackal, an ex-KGB asset, being hired by the Russian mafia, so the introduction is fitting, I suppose.

He may talk like an American but for an assassin that means nothing as it could easily by faked, especially by one of his competence.
