This place is called "Tenku-no-noen Farm 天空の農園".

You can go up to "Kaze-no-hiroba Plaza 風の広場" (the 11th floor) in the North Gate Building by escalators from "Toki-no-hiroba Plaza 時空の広場" on the Osaka Station and take the stairs to the top floor (the 14th floor / Tenku-no-noen Farm) from Kaze-no-hiroba Plaza. There is the stairs near "Famima!! Convenience Store" in "Kaze-no-hiroba Plaza".

nice video. I'll be visiting Osaka in January 2012. Can't wait-I love Osaka and haven't been there since 1998. I was in Kyoto last spring but didn't have time to visit Osaka.
