Looks like the cape from the celebration, when you have to wear the mask, you get a different cape though after this segment you lose the cape

thats a cape you wear exclusively for a specific mission when you kill the old guy with the long white beard...forgot his name lol its the mission where you use your pistol to kill him when hes on a boat..although i have no idea how hes wearing it without the mask freeroaming the city. might be a mod or something.
